Throughout this entire section bargains are made in the loosest possible manner, and my opinion is that Wilkinson unintentionally gave Hewlitt to understand that he would rent the place, without having fully determined so to do. For if Wilkinson had rented the land he would have occupied it, whereas he lived during the entire year on the place he previously occupied. 

There was no written contract in this case although both whites and blacks have been repeatedly advised of the importance of this measure.  I fully approve the accompaning application and would request that I be authorized to hear the case above named.
