Pursuant to instructions I have the honor to state that I do not consider Mr. Howlett suitable because I do not consider him capable of doing the required riding on horsback necessary to a full discharge of his duties and because from intercourse with him do not consider him the right kind of man for the duty assigned him. 

The above is only opinion; but I am so convinced of its correctness that, to prevent future annoyance and the probability of an eventual change. I telegraphed what can better be done by letter and only satisfactorily by verbal explanation.
