sparsely populated divisions as this,  the whites have is pretty much their own way, are able to keep freedmen out of court, to deceive, intimidate and silence them. The colored people are, especially in Charles City Co., generally unconscious of a protecting power, and without a murmer or sigh endure the many petty oppressions that proud irritated landlords are pleased to put upon them. 

Numbers go to the Bureau, and Capt Brooks has not failed in arresting civil process when necessary. 

I witnessed a justifiable and well sustained interference on his part with the action of the County Sheriff: his intelligent course has prevented many acts of injustice. 

New Kent and Charles City counties have each a poor house and farm, and profess to receive paupers irrespective of color. 

There are no colored schools in either Charles City or New Kent counties. In the former, one is greatly needed at Elam Church where the colored people, mostly free born, are able to support a teacher. One is also needed at Cottman’s store. 

In New Kent two schools are called for,  one at Barhamsville, and one at Crump's Cross Roads; at the above named points there is no difficulty about getting land
