and assisted by Mr Robert Wood. Also usually where whites are concerned, by one of the County Magistrates, has during the last year, administered justice with satisfaction to all classes. The efficiency and need of this Court is admitted by all intelligent men here. It is to be regretted that it will no longer have mounted orderlies at its service. 

This County is amply supplied with schools. The general condition and character of freedmen has greatly improved within a year. The stopping of rations did good, they are more independent and self-reliant for it. Over two thousand (2000) have emigrated since I came here - the population is less than 6,000, this has increased the average prosperity.

Freedman are steadily advancing in intelligence and knowledge and appreciation of their new relations. They pay debts and understand the details of business better than they used to, though few work on written contracts. There is improved feeling between races; there is greatly increased respect on the part of whites. 

All that pertains to wages, contracts and labor is settling itself: the Records of the Freedmens Court show decided improvement in those respects Intemperance is seldom seen; it is a matter of
