There is, at this season, very little surplus male labor; there are very many unemployed women for whose labor there is no demand. Female labor commands very low wages. Their sphere here is one that presents no cheerful phase, no opportunities of improvement.

Lieut. Reed Ass't. Sub. Ass't. Comr. has achieved a remarkable success in his administration, a more faithful or competent officer could not be desired.

I would remark a general improvement in my sub-district during the past year; Where in the mutual feeling of races and character of Freedmen; in mentaly and moral attainment, rather than in material prosperity. I would earnestly advocate giving Freedmen larger opportunities, encouraging the erection of school houses wherever there are none, and the providing competent colored teachers, the latter seems a work second in importance to none, and yet the most difficult to accomplish.
