This however I received from a third party’s, but is vouched for as being correct. There is a certain class of the citizens, who I fear will cause considerable trouble in the future, and may possibly bring on a serious disturbance of the peace. Mr Preston, I understand is backed by a number who are considered the prominent men of the community — (the said Preston being one of the 1st families &c) and are determined not to submit unless forced to do so. Or at least they consider that there is no law to compell them to keep persons in their employ, (white or black) unless they suit them, and follow their directions. The same persons are urging the people (white and black) to support the Conservative Party, and are using all their influence to carry the county in their favor.

Awaiting your instructions—
I remain
Very Respectfully
Your Ob't Servant
C.S. Schaeffer
Bv't. Captain &
Asst. Sub. Asst. Com'r.

P.S.
I am informed that Mr. W.R. Preston is at the present time under two or three hundred dollar bonds, to keep the peace, for abusing a Freedman.
