Sir:
In the matter of rations to be issued to destitute whites under authority of a Joint Resolution of Congress append in March 1867. I have theZ honor to make the following statement.
On the 20th day of April last in Compliance with provision of Circular Letter from the Asst. Comr State of Va. through your Hdqrs dated Apl. 15th 1867. I caused the following notice to be posted at the Court Houses of both Mathews and Gloucester Counties.

The undersigned in compliance with orders, desires that the names & residences of all white  persons in Matthews & Gloucester Cos. who require supplies of food "to prevent absolute starvation and extreme want,
