This office being entirely without means of transportation June 1, 66, I called upon Bvt. Lt. Col. T.G. Whytal A.Q.M. Ft. Monroe, for the purpose of effecting such temporary arrangement as might secure, at least a partial continuance of the daily business of this Division.  Col. Whytal stated that the horses and teams transferred from the Bureau, were exclusively in charge of the Q.M. Dep't.; but volunteered, as an accomodation to allow the use of horses and teams, upon my order, - under the condition that such orders were only to be given for transportation required by this office exclusively.  It was distinctly stated, by Col. Whytal, that no order, of that nature, from the Agt. of 5th. Sub. Dist. Va., would be recognized; and I was instructed to give no orders for transportation, when called for from said office.  The statement
