June 24. Letter returned by Lieut Mort. S. Reed, who states, that being without means of transportation, he called on Col. W. to make arrangements for a supply. Col W. offered to furnish means of transportation on his orders, on condition that said orders were given only for transportation required by his (Lieut R's) office; and distinctly stated that no order of that nature from Mr Armstrong would be recognized etc. Denies making any statement to Col W. that the "giving of such orders was delegated to him by" Mr. A.
June 24: Mr Armstrong inquires directly of Mr. Babbitt, Clerk in chg Q.M. property, if he will furnish teams on his order
S.M. Babbit, returns note, stating thereon that he is ordered to furnish teams etc. on Lieut Reed's orders, and has no instructions to furnish them on any other.
June 24. All the previous papers forwarded by Mr Armstrong to the Ass't Comm'r of Virginia, whose attention is invited thereto, and a request made that all Bureau property in the 3rd Sub Dist Va be transferred to his (Mr. A's) control.
