A. 467. R.F.&A.L. Va. 2d Vol. 1867. Matthews C.H. Va. June 20th/67 Respectfully returned to Genl S.C. Armstrong with the statement that as far as the Hay is concerned I had laid out twice its value for Fodder (when Gov't forage was out) stationary, Lock for stable, rope for [[Hallin?]] &.c. &.c. And had I sold it outright to Mr Sleet and put the money in my pocket, I should feel perfectly justified. The question of "drinks" I decline to discuss or explain, either as to how many I get, where I get them, or how I pay for them. I have given my Washerwoman rations (from some that were left over by Lt. Chandler after issue) once or twice, but with no intention of paying my washing bills in that way. I have paid and am now paying her in money, for what she does. F.K. Smith Agent Bureau R. F. & A. Lands, Head Quarters 5th Sub-Dist. Va. Fort Monroe, Va. June 24th 1867. Respectfully forwarded to the Asst. Commr Va. inviting attention to indorsement of Maj. F.K. Smith, Agnet SC. Armstrong, Agent in charge 5th Sub-Dist, Va. L.B. 110 V.3.
