Respectfully forwarded Approved for the reasons within stated. Mr. Smith Sub division comprises two large populous counties which demand the entire attention of a capable executive: it is simply and absolutely impossible for one man to do the duty pertaining to Bureau Agency and Registration in this Division.

It is due Mr. F.K Smith to state that no Bureau officer in charge of Matthews and Gloucester counties has exhibited the capacity energy and fidelity that he has and that under the greatest disadvantages he has gained a large measure of public
