Pursuant to order I have the honor to make the following report upon the statement made in a letter dated Yorktown June 18th 1867 published in the "Union Republican" of Norfolk.

A. colored boy Howard Colston had stolen about sixty (60) dollars from Col Chipman. Lt. Allcott Comdg Post at Yorktown in Col Chipmans absence, received a request from Capt Massey to arrest all implicated in the thefts.

Howard Colson, James Williams, and Ivison Hobday were accordingly arrested and confined as the Post guard house.  Howard Colson was tied up to force a confession and I have reason to believe remained in a painful position all one night.
