The likelihood of their obtaining full and complete justice depends wholly upon the party in power. The actions and expressed sentiment of the people have as yet failed to convince me that the Freedpeople can safely be trusted in the hands of those who have heretofore administered the laws. The whole aim of the heretofore dominant party has been and still is to secure that power by which they can not only take from the colored man every right but reduce him with the "poor White" to a state of degradation worse if possible than that from which he has been taken. 

In all the Counties in this Sub, Dist, the authorities have expressed a willingness to support the poor and destitute Freedpeople out of the same appropriation and in the same manner as provided for the whites. Annual levies are made in each County for the support of their own indigent people. 
 
Schools__.  These have been schools during the past three months at Bristol, Abingdon, Wytheville, Christiansburg, Newbern, and Salem.
These schools have been well attended and have made good improvement.
