There are various other places where there is a great demand for schools.  At Saltville and Marion Smythe Co.  At Jeffersonville Tazwell Co. At Dublin and Snowville Pulaski Co. One in Grayson Co. One
in Carroll Co. 

In all the Counties though which the Rail Road passes the demand for schools is greatest  As the colored people are much more numerous in these Counties. The Counties of Lee, Scott, Wise and Buchannon have but very few colored people  The proportion of colored people is very small in all the Counties north of the Clinch Mt. range as well as south of the Iron Mt.

The right of suffrage will enable the colored men to greatly improve their condition if rightly used, but in the proper discharge of this right he will incur the displeasure and in some cases the ill will of those with whom he differs and against whom he votes and will thereby suffer abuse and injustice at their hands. These "losses" are light in comparison to the whole "gain" and the colored men may look forward with bright hopes of better days to come
