I have the honor to forward herewith, for your information, a letter received from Mr. Wm. T. Tull.

I have answered his letter, as far as relates to school interests.

With regard to the alleged outrage upon Stepney Poulson (Col'd), I do not feel authorized to take any cognizance of it, as it seems to be a matter wholly within the scope of the Military Commissioner.
