not exceed $500.00 there are but one poor house in these six counties and that one in Washington County. I have been reliably informed that it has been the practice of the overseers of the poor in Scott and other counties to provide for the poor as follows. On court days have them mount a block and bid them down to the lowest bidder or in other words to billit them on whoever ever will agree to clothe and feed them cheapest for the year  I mailed copys of Genl order No. 51 to each clerk of the Board of overseers. and request them to furnish me with the information called for in Circular No. 16. but have had no answer from these gentlemen yet. but expect to within a week. on last Wednesday I attended the Russell Co Court and there met the clerk of the Board of overseers and asked him for the desired information he promised to send it by return of mail. judging from the State Tax & Co. Levy which is enormous and the Scarsity of Money in this part of the state I believe the overseers do the best the can. for instance in this county the state tax & county levy amounts to $30000.00/100 and is considered by the loyal citizens very opresive. My duties as President of the Board of Registration being nearly over will enable me to visit and to make full reports on the condition of the colored Poor
