I have the honor to report in obedience to Circular No, 16. C.S. Bureau R.F. & A.L., that there are full provisions made by the civil authorities in the several counties of the 1" Div of the 8" Sub. Dist. State of Virginia, for all Indigent persons without regard to color, or former condition, with the exception of occasional supplies of clothing.

I would also report that there are no colored people who can be properly said to be now in charge of the Bureau whom it is proper to order to be transferred to the civil authorities in conformity with G.O. No. 51. Hd. Qrs. 1" Mil, Dist, within the several counties of my Div. consisting of the counties of Wythe, Bland, Tazewell, Smythe [[Smyth]], Grayson & Carroll,
