This seems a very bad state of things and goes far to damage the sanctity of marriage in the estimation [[strikethrough]] eyes [[/strikethrough]] of the people.

In each county of this Sub-District, it is the expressed intention and desire of the civil authorities to take care of their own poor. Excepting in York and Elizabeth City, there will be little difficulty unless, perhaps, from the non tax paying county of Matthews. The provision made will be poor enough; in some places the poor quarters for the colored are loathsome, as in Northampton Co. In Accomac, New Kent and James City it is better: but nowhere what it should be, either as to what is furnished, or the arrangements for conducting them.

I would respectfully suggest that the Bureau gradually transfer all the pauper inmates of its hospitals in this Sub District to the poor farms of the counties wherein they are located, furnishing aid, when necessary, to establish the poor, or patients in reasonable comfort. Thus at the expiration of the Bureau, these poor people will not be
