or dispatch of business. But, I believe it to be important to work them in this, and in all matters pertaining to their welfare, up to the highest point of self-help, even though there be delay and difficulty in so doing.

As this educational movement of all sustained [[strikethrough]] by government [[/strikethrough]] or assisted by government is the one which will fling itself furthest into the future affect more seriously and certainly, than any other the country at large, by its effect on the people of this State; as on it depends, far more than any other, the success of the Emancipation scheme and of Enfranchisement of freedmen, and as the work to be done — the fields to be [[strikethrough]] op [[/strikethrough]] occupied are far greater than these now brightened with school privileges. 

I most respectfully urge the policy of granting every possible and reasonable facility for the establishment of schools for the ignorant of all classes in this Sub District.
