industrious, and generally obtaining a comfortable liveing. The Courts give justice in cases where Freedmen are interested parties against Whites. 
A Marriage Register is kept as authorized by Cir. No. 11. Series 1866. for each County, in which are recorded the names of all who could be found as liveing together as husband and wife on the 27th of Feby. 1866. The four paragraphs of the above mentioned Circular have been and are being carefully complied with. 
Provisions are made in all the Counties for the support of the indigent Freedpeople the same as for the Whites. Their means are ample to support all - 
The supply and demand for labor are about-equal -
Schools. There has been but one School in this Sub. Dist. at Wytheville. This while in operation was very successful and has done much towards improveing the condition of the Freedpeople -
