His manner of transacting business is very satisfactory showing diligence Promptness and zeal in the discharge of his duties. The records are in fine order. In this Division the general condition of the Freed people is comparatively good. They are generally employed at the usual wages. A large number are employed upon contracts for a share of the Crop. Copies of the Contracts are kept on file in the Office Bureau R.F.A.L. and the office is careful to see that they are honestly fulfilled by both parties.
No complaints of injustices from the Courts where Colored men were interested parties. One complaint of an unjust decision of a Magistrate which is being investigated and will be reported in Monthly report.
A Marriage Register is kept as required by Cir No 11. Series 1866. The four paragraphs of said Cir are complied with as required.
