General:
I have the honor to report that upon receipt of your Circular Letter of October 30th, I immediately called upon the officers in charge of divisions for report, and, that returns have been recieved from all on duty but Capt. Massey A.S.A.C.

Reports recieved state that no cases have come to the knowledge of the officers of this Sub district, in which laborers have been discharged for exercising the right of suffrage in a manner unsatisfactory to employers.
