Respectfully returned to Capt J A Bates Supt &c with the information that since the reissue of rations, etc this office has taken sole charge of the poor ad destitute freedmen of this county, as it was my understanding that this was the intention of the government.  I am not aware of any case in which the county authorities have provided for this class of destitutes.
