I have the honor respectfully to bring before your notice the case of an employer in this district named "Thomas" 
This man during the War was a rebel detective, from information I have received proof of which can be furnished, he was most assiduous in his exertions to capture the officers who escaped from Libby Prison. He was jailor during the incarceration of Mr Hinton an employee of this Bureau =
In view of the above facts I would ask is it consistent that this man should be retained to the detriment of many Staunch Union Men who are
