Ashland. Va. April 19th 1867

Respectfully returned to Capt James. A. Bates. S A Comr.

The requisite amount of clothing, with beds and bedding, would be of assistance to the civil authorities; and much improve the condition of the within-named freed-people.

They are however, so very aged; and so very infirm, and utterly helpless, as to require more medical and other attention than they will receive at the County Poor House; and I therefore deem it my duty respectfully to urge, if it can be done consistently that they be removed to Hospital, as the only means of alleviating much suffering
