Captain;
I have the honor to state that on Monday the 8th inst I visited the Poor House of this County with a view of ascertaining the actual condition of the destitute freed people who have been received at that place.
I regret to report that I found a condition of things deplorable in the extreme.
There are at present provided for in this manner (4) men, three (3) women, and two (2) children, all of which, from various causes, are utterly helpless. Four of the men and two women are together in 
one cabin which is a structure with dirt floor, and  
without windows.
