Captain,
In compliance with instructions from Hd. Qrs. Ass't. Com. State of Va. I have the honor to submit the following report in regard to the petition of certain citizens of Matthews Co. asking the retention of H.R. Howlett as agent of the Bureau for that Co, and the dismissal of F.K. Smith who succeeded him.  A few days previous to the receipt of the petition mentioned, while at Gloucester C.H. attending a meeting held there: I was approached by a Mr. Lawson who brought charges of drunkenness against Mr. Smith and referred me to witnesses at Matthews C.H. who he said would abundantly confirm the charge.  At the special request of Mr. Smith I went as soon as possible to Matthew C.H. to investigate the matter and was met by the petitioner there, it having been forwarded to me from my office.  I at once proceeded to trace its origin and to learn from personal inquiry of those who signed it, their motives in doing so.  I propose to
