General,
I have the honor to report that a petition was referred to me from H'd Qr's. First Mil. District, in the case of Richard White (col'd) confined in the City Jail on the charge of felony, in breaking open a Storehouse and stealing therefrom one Otter and six Mink skins and two hundred (200) copper Cents, - in all to the value of Twelve (12) Dollars.

The said White is laboring under Scrofulus Consumption, and an affidavit was made by Dr John Dove, Surg'n of the Jail, stating that a longer confinement would prove detrimental and would in all probability terminate fatally to the said White.

I therefore bonded the said White with security in the sum of Three Hundred Dollars ($300) for his appearance at the September
