I have the honor to apply for transportation for Thomas Walker, wife (Annie) and their child Fanny aged 4 years, from Richmond Va to St Louis, Missouri.

This man is a Loyal Refugee and is now dependent on the Gov't for support and is liable to remain so dependent for a long time, unless transportation is granted to him. He is an industrious mechanic and can support himself if away from a place where such strong prejudices are brought to bear against him. See accompanying papers.
