Washington, August 16th 1867.

Respectfully returned to the Assistant Commissioner of Virginia, who will satisfy himself and report to the Commissioner whether the use made of the rooms referred to by Capt Whytal was for his personal accommodations, 
and to be paid for by himself, or whether it constitutes a legitimate claim upon this Bureau, and if so,
to what amount. In this connection, the Commissioner desires a direct statement from Capt Whytal and Mr Raymond Agent of the legal owners,
