Respectfully returned to the Asst. Commissioner, inviting attention to endorsement of Bvt. Lt. Col. T. G. Whytal, late A.Q.M. of this sub District, and with statement, that besides the occupancy of said Col. Whytal this Bureau has not used or occupied the Ches. Fem. Seminary at Hampton, Va., or been responsible for any use of it; and that it has not used or occupied the lands adjoining said building, further than the very small portion covered by two "star" hospital wards (Bureau property), until lately standing in front of said College.

One half of said College has always been regarded by the Bureau as under the control of Mr. Raymond, supposed representative of the loyal owners of it, and who has for months past actually used a portion of it.
