The "Board" then proceeded to investigate the claim of the Loyal Owners of the "Chesapeake Female College" for rent of the building occupied, as alleged, by Capt & Brevet Lieut Col. Thos. G. Whytal, A.Q.M. Bu. R.F. and A.L. from June 1 to Oct 1, 1866

The "Board," after careful inquiry, are of the opinion that no valid claim, based upon the facts as aduced before this Board, can be made, but, in view of the fact that no 'commutation of quarters' was paid to Col. Whytal during his occupancy of this building, the "Board" would suggest that an amount be allowed not exceeding one half the commutation actually saved by the Government, I.E. one half of eighty one (81) dollars, viz: Fourty.50 (40. 50/100) dollars.

It is shown that Col. Whytal occupied a portion of this building from June 1st to Sept 1 1866 only, and, it is believed, that a partial occupation of this building by Col Whytal when he, as Bureau Q. Master, was in possession of, and responsible for, one undivided
