General;
General Howard directs me to say to you, that the friends of Mr. Jacobs now employed in the Bureau in Virginia, are very anxious to have him retained, and ask that his salary may be increased.

He does not know that you have any thought of discharging him.  If he is competent, he would like to have you retain him, but without increase of salary.
