In compliance with Circular No. 5 and 13, C.S. from Head Quarters Assist Comm'r Va. I have the honor to submit the following report of Bureau affairs in the 3rd Sub District over which I have officiated as Acting Sub-Assist Comm'r since the 1st day of June last.

The Freedpeople in the Counties of Chesterfield, Hanover, Henrico & King William are industriously at work, with but few exceptions. But few complaints have reached this office concerning the labor of these people, and in only a few instances when evil disposed persons have interposed and tried to sow the seeds of discord- has the Bureau been called upon to act in settling disputes arising from the question of labor.
