City of Richmond to wit

This day Charles B. Ball personally appeared before me the subscriber, and made oath that he knows of his own knowledge that John F. Simpson of the County of Loudoun obtained from the President of the United States a pardon, the said pardon having been for some time in the possession of the said Ball to be used by him in the application for the restoration to the said Simpson of certain property which had been libeled in the United States District Court for Virginia.

Given under my hand this 13th day of December 1867.
