Nottoway County Va 18th April 1867

To His Excellency Maj
General Scofield, Military Gov of Va
Dear Sir I have a matter to submit to your excellency for consideration. When the rebelion closed I had in my possession a colored child aged five years I purchased the child of a trader in the latter part of the war not knowing where she came from the Trader told me she had no parents that he knew of. I went to petersburg shortly after the surrender and asked the authorities what to do with the child They told me I had better retain her and have her legally bound to me. I had her bound to me, but some 18 months after the Surrender, I found out her mother was living and She applied for her child and accordingly she was delivered to her mother Ms Caroline Ford of the city of Richmond. I boarded and clothed that little child 18 eighteen months and charged thirty six Dollars for her board. When I delivered up the child, Provost Marshall Connelly at Burkville Va wrote me word if I had any claim against the Govment for feeding & clothing the child that it would be duly considered. I made out the account $36.00 and sent it to him and I never have heard of it since. Capt Connelley agreed with me that the claim is a just one and that I should be paid, but he said he did not think the Govment would allow me anything. I took the mothers Obligation in the Amt $36.00 upon condition to release her if the Government would pay the debt.
