2nd   The Certificate shows that the Government sold this property as hers for the non-payment of taxes, and subsequently, upon payment of the Taxes relinquished the same to her. The Govt. by this sale and relinquishment is estopped from denying her Title, and in fact has admitted her title. It should not therefore require any more proof of her title.
3d   The relinquishment by the said Commissioners is sufficient evidence that the U.S. has not required title to the property, by sale, certification or otherwise.
   This application is different from one for the restoration of abandoned lands, its object being merely to correct an evident mistake. I would have no hesitation in complying strictly with General Order No 19, but for the fact that I consider the papers enclosed sufficient for this case, and for the further fact that the applicant lives in Norfolk, and is a very poor woman and has not the means of going to the Court of Northampton and procuring copies of deeds and other evidences that General Order No 19 requires.
