Respectfully returned to Maj J.R. Stone S.A.C. with the information that upon investigation I  find that the evils complained of by Mr C. which do not exist in his imagination are attributable to his irritable and excitable temperament.  The freedmen on his plantation as well as in the neighborhood are doing as well as they are elsewhere, and in my judgement would do better if they were not fretted, by unnecessary, and unreasonable, interference and annoyances.
