Another Freedman has been murdered in Lunenburg County last Monday night. I've been up there investigating it. Justice Neal has been examining into it. One col'd man has been committed to Jail on suspicion, nothing positive but think he is a party to, or knows something about it, but 
still I am not satisfied with the result so far. I feel that other parties (white or cold) have had a hand in it. But officially we cannot ascertain the necessary evidence. Under these circumstances and taking into consideration that this is the fourth murder of freedmen in Lunenburg County during the last two years, and no party ever punished. 
I have telegraphed to the General for a detective to "work up" the case. I am confident that if we had one, we could ferret out the offenders and without one we cannot. If one is in the employ of the Bureau, or if the Bureau can hopefully furnish one, I would earnestly ask for
