Captain,
I have the honor to state, that I have investigated the case of Eliza Chinn and find the facts to be as follows.

Said Eliza Chinn has two children, one a boy, about twenty years of age, and the other a girl about twelve years of age, now living with a Mrs. Taylor. Both children are well satisfied with the present position. Neither of them have the least desire to return to their mother, who is very intemperate and bears a notorious bad character. It will be seen from accompanying papers that General Howard gave Mrs. Saylor permission to keep the girl until otherwise ordered, as for the boy, he is not obliged to remain where he now is, but can seek employment
