Respectfully returned, with the necessary papers per endorsement dated Hd Qrs 5th Disct, Va. Fort Monroe. Va. Nov 1, 1866.  It is not believed that the best interests of the Freedmen will be injured by the restoration of the within named "Farm" as it is cultivated almost entirely by poor whites and its area is so small and its situation so remote from this place that it cannot be made available for homes for "Freedmen" at the terminus of the year.
