Respectfully returning papers forwarded to my office in regard to the contract of A. A. Surg. Litch U. S. A. with the Bureau and instructing me to investigate the matter stated, and report thereon, I have the honor of reporting as follows
  The matter stated in the communication being signed by commissioned medical officers, both of good standing and one, of high official position it appears to me that their statements, should be taken for granted without further investigation. And that such investigation, would be a matter of discourtesy to them. Thus assuming I would state that A. A. Surg. Wilbur F. Litch was long known to me, and acting under my orders in charge of the "DeLamater" Hospital at Norfolk VA while I was Medical Director of the District of Eastern VA. (over)
