In connection with the application of Bvt. Maj. and Asst. Surgeon Frantz for another Medical Officer at Camp Grant, and the endorsement thereupon by Lt. Col. Huston, I beg to call your attention to the conduct of Dr. Litch, now employed by the Freedmen's Bureau.

Dr. Litch was ordered to report to the Commanding Officer at Camp Grant on the 16th inst. and after doing so, returned in the evening of the same day, and asked that his contract be annulled.  Upon being asked why he wished it, he said he did not receive 
pay enough to support, or words to that effect. As I had no power to retain him after his service of three months, I complied with his request.

It now appears that he procured his
leave from Camp Grant for the purpose of seeking employment in the Freedmen's Bureau, It appears to me that a Contract physician
