Madam:

I am instructed to acknowledge the receipt of your communication of the 1st instant, requesting aid under the recent enactment of Congress for the relief of the destitute of the South, and to inform you that your letter has been referred to Major General Howard, Commissioner of the Bureau of Refugees, Freedmen & Abandoned Lands, to which the funds for the purpose above indicated pertains.
