General.

I have the honor to state that on inspection of the ward for the insane at Howard Grove Hospital, I find several persons there confined, (who were recently sent to the ward by the Superintendent of the Dist.) who are not now, nor do I believe have been insane and proper patients for that ward, or indeed, for the Hospital at all, I have ordered their discharge.

I respectfully request that an order be issued from your Office that no person shall be sent to the Hospital for confinement as insane, until a formal application has been made for their admission, accompanied by a proper certificate of a Medical Officer of the Bureau, or some competent Physician, and then only on an order from my office. I make this request for the reason that such a course is the proper and regular one, (That we have no surplus room in the ward for those not actually insane,) and that
