jail while laboring under religious excitement and that the Civil Authorities brought her here through the Bureau Office.

The three persons here enumerated have manifested no special sign of insanity since their admission. They have been detained in the Hospital as long as they have been for the purpose of proving this point.

Henrietta Judkin desires transportation back to her home in Petersburg and application for the same accompanies this communication.

I would respectfully recommend that some additional regulations be made to govern admissions to the Insane Ward of this Hospital. 1st that the insanity be established  beyond question, and 2d that [[strikethrough]] the [[/strikethrough]] history of the case accompany each applicant for admission. With the first proposition in doubt and without any knowledge of the second much time is necessarily lost on each case.
