Lieutenant;
I have the honor to request Transportation from Ashland to Richmond and admittance to Hospital for Henry Smith, a blind and destitute freedman of this County; and transportation for his wife who desires to accompany him as attendant.

There is a probability that by an operation this man would be restored to his sight, when he would be able to provide for himself, he being at present dependent upon the Govt for support.
