Respectfully returned to S.C. Armstrong Agent 5 Dist: Mr. Wm. P. Stowell's Post Office address is Franktown Northampton County Va. I am unable to report as to qualifications, but find in my office a Lease of Home and Lot signed by him and O.S. Pride, the property of Smith S. Nottingham of Northampton County. Said lease expired the 1st day of April 1867. Mr Stowell has not offered to pay the seventy five dollars ($75.) the amount due on said Lease. The property was restored to Smith S. Nottingham December 5th 1866, and I find no records in this office that any portion of the rent has been paid by Mr. Stowell, he having leased the property for one year from the 1st day of April 1866.
