Genl., remarking that as it does not appear that Jacob Rammel and wife, are Refugees dependent upon the Government for support or that they are liable to become so dependent, there is no authority under existing orders and regulations, for granting the transportation asked for - It is therefore respectfully recommended that the application be denied -
