I have received your communication of the 17th inst enclosing to me a copy of the order No 51 issued by Genrl J M Schofield, which order directs the Military Commissioners throughout the State to confer with the proper civil Authorities and cause the necessary arrangements to be made for the proper care of all indigent people without respect of race or color, within their jurisdiction and which Order also directs that the Overseer of the Poor and the Superintendants of the Almshouses and Poorhouses throughout the State will receive and provide for all indigent colored people now in charge of the Freedmen's Bureau, whom the Assistant Commissioner of the Bureau for this State may order to be transferred to them, Your communication requires that I shall at once communicate to your Office in writing, whether or no the Board of Overseers of the Poor of Fredericksburg is prepared to comply with the above order "If not, what additional requirements are necessary"

I have submitted your communication to the Board of Overseers of the Poor of Fredericksburg, and am directed by the said board to respond
